Hubla Electronic System Application on the Smoothness of Special Terminal Licensing
at the Port Directorate”.
The results showed that the implementation of SEHATI has a positive and significant
impact on the smoothness of licensing, with a coefficient of determination value of
73.1%. This indicates that SEHATI contributes 73.1% to the efficiency of the licensing
process, while the remaining 26.9% is influenced by other factors. Despite technical
issues such as system downtime and limited user understanding, SEHATI plays a crucial
role in accelerating the licensing process, improving administrative efficiency, and
enhancing service transparency. This study recommends improving system
infrastructure, conducting user training or socialization, and further developing
application features to support licensing types that are still handled manually. Therefore,
SEHATI can be more optimally utilized to support efficient, fast, and accountable port
service administration.
