ANALISIS PENERAPAN PENGGUNAAN PLATFORM DIGITAL TERHADAP KELENGKAPAN DOKUMEN PELAUT PADA PROSES PERGANTIAN AWAK KAPAL DI PT. MCS INTERNASIONAL

Abstract

The crew change process in the maritime industry demands high efficiency, punctuality, and strict compliance with seafarer document regulations. To support these operations smoothly, PT MCS Internasional implemented a digital platform, the Shipmate application, to archive, monitor, and manage seafarer document data. However, operational constraints have emerged in its implementation, hindering the digital system from achieving full efficiency. Consequently, this study aims to analyze the implementation of the Shipmate application, identify the primary obstacles to completing document requirements, and formulate recommendations for improvement. This study employs a descriptive qualitative approach, with data gathered through documentation, interviews with system operators, and direct observation at PT MCS Internasional from August 2024 to August 2025. The collected data were analyzed comprehensively using the Fishbone diagram method to examine the root causes in depth. The results conclude that there are two dominant limiting factors in seafarer data management: the human factor (man), characterized by limited qualifications, a single-operator workload that triggers human error, and the absence of a standardized cross-checking SOP; and the technological factor (machine), which includes the instability of the Shipmate application due to frequent system errors or lagging, as well as sudden server maintenance updates lasting up to 48 hours without an automatic offline backup system. These obstacles directly impact the real-time recording of document data, thereby risking delays in the crew change process.
