Abstract:
This research is motivated by the importance of port modernization through the Green
Smart Port concept to reduce logistics costs and increase cargo handling efficiency.
Terminal Teluk Lamong (TTL) Surabaya is a pioneer in Indonesia in implementing
Automated Stacking Crane (ASC) technology in the stacking yard. However, during its
transition and operational phases, challenges regarding human resource competence
readiness and technical system constraints were still encountered. This study aims to
analyze the ASC implementation process, identify technical obstacles affecting
operational services, and formulate strategies for optimizing the system at Terminal Teluk
Lamong, Surabaya. The research method used is a descriptive qualitative approach. The
data utilized consists of secondary data collected through literature reviews, operational
document analysis, and an in-depth review of relevant previous studies. Data analysis
techniques were performed comprehensively using a SWOT matrix through Internal
Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS)
calculations. The results show that the ASC implementation process at TTL has run
integratedly with the Terminal Operating System (TOS) in real-time, which is capable of
improving labor efficiency by 40–60%, where a single operator in the remote operating
station can supervise 3 to 4 ASC units simultaneously. The main technical constraints
faced include the instability of the wireless communication network infrastructure (data
latency), which potentially triggers container misplacement, and high mechanical-
electrical complexity that induces maintenance downtime. The calculation of internal and
external factors yields an IFAS score of 3.3 and an EFAS score of 2.95. This positions
the ASC implementation in Quadrant I (Aggressive/Growth Strategy), meaning that TTL's
internal strengths and external opportunities highly dominate to support the
sustainability of eco-friendly port automation.
