Abstract

This research aims to analyze the influence of Ship Registration Application Utilization on the Smoothness of the Ship Title Transfer Deed Issuance Process at the Directorate of Marine Safety (Ditkapel). The study focuses on determining the extent to which the use of digital systems in maritime administration affects service efficiency. The research method employs a quantitative approach, with data collection conducted through questionnaires distributed to 91 respondents. Data analysis techniques include descriptive analysis, instrument testing, classical assumption tests, linearity tests, correlation coefficient analysis, simple linear regression analysis, coefficient of determination analysis, and hypothesis testing (t-test) using SPSS software. The results of the study indicate that Ship Registration Application Utilization has a positive and significant influence on the Smoothness of the Ship Title Transfer Deed Issuance Process. This is evidenced by a correlation coefficient (R) of 0.836, indicating a very strong relationship between application utilization and process smoothness. Based on the coefficient of determination (R2

) of 0.699, it is found that the application utilization variable contributes 69.9% to the smoothness of the deed issuance process, while the remaining balance is influenced by other factors outside of this study. The hypothesis test results show a t-value of 14.369, which is greater than the ttable (1.987) with a significance value of < 0.001. Consequently, the null hypothesis (H0) is rejected and the alternative hypothesis (Ha) is accepted. The conclusion of this study is that ship registration application utilization significantly and positively affects the smoothness of the ship title transfer deed issuance process.
