Abstract:
The implementation of the International Ship and Port Facility Security (ISPS) Code
plays a crucial role in the global maritime security system to prevent piracy and other
security threats against merchant vessels. This study aims to analyze the implementation
of the ISPS Code in preventing piracy on board MT CHEM STAR, with particular
emphasis on the limitations of security supporting facilities and the inconsistency in the
execution of security drills. A qualitative descriptive research approach was employed,
with data collected through direct onboard observation, interviews with ship crews, and
document analysis of the Ship Security Plan (SSP) and security drill schedules. The
findings reveal that administratively MT CHEM STAR complies with ISPS Code
requirements; however, operational shortcomings remain, particularly in the availability
of security equipment and the effective and consistent implementation of security drills.
These shortcomings have led to uneven levels of crew preparedness in responding to
potential piracy threats. This study concludes that the effectiveness of ISPS Code
implementation depends not only on regulatory compliance and documentation, but also
on adequate security facilities and continuous crew training. Therefore, strengthened
supervision, improved security infrastructure, and structured security drills are essential
to enhance overall ship security and crew readiness.
