ANALISIS APLIKASI SIMLALA TERHADAP PERSETUJUAN RENCANA PENGOPERASIAN KAPAL (RPK) DI DIREKTORAT LALU LINTAS DAN ANGKUTAN LAUT

Abstract

This study aims to analyze the impact of the SIMLALA application on the approval process of Ship Operational Plans (RPK) at the Directorate of Sea Traffic and Transportation (DITLALA). The background of this research is the accumulation of RPK applications, which causes delays in the approval process, thereby disrupting ship operational activities. The research focuses on identifying the causes of application backlogs and evaluating the effectiveness of the SIMLALA application in accelerating the RPK approval process. The research method used is descriptive qualitative with a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis approach. Data were collected through observation, interviews, and questionnaires with DITLALA staff and SIMLALA service users. The results show that the accumulation of RPK applications is caused by the lack of discipline among verifiers in document checking and repeated revisions due to users' lack of understanding of document requirements. To address this issue, it is recommended to improve the selectivity in recruiting verifiers, provide intensive training, and implement a reward and punishment system to enhance discipline and performance. Thus, it is expected that the RPK approval process can run more efficiently and reduce application backlogs.
