Transaction Noncompliance on the Delay in the Issuance of the Goods Release Approval
Letter (GRAL) for the Makassar Ambition Vessel at Pelayaran Nan Jaya Company”
This research is motivated by the issue of delays in the issuance of the Goods Release
Approval Letter (GRAL) for the Makassar Ambition vessel, represented by Pelayaran
Nan Jaya Company, due to the red zone lane designation by Customs and noncompliance
in export-import transactions. This issue affects the designation of the red zone lane,
transactional noncompliance, and the delay in the GRAL issuance process. The research
problem formulated in this study is whether the red zone lane designation and
transactional noncompliance significantly influence the delay in issuing the GRAL. This
study uses a quantitative approach with a survey method, involving observation, literature
review, documentation, and questionnaires distributed to stakeholders involved in the
import process. The analysis results show that both the red zone lane designation and
transactional noncompliance significantly contribute to delays in the issuance of GRAL.
The main contributing factors include noncompliance in export-import transactions,
additional verification processes imposed by Customs, and lack of coordination between
shippers and relevant authorities. The conclusion of this study emphasizes the need to
improve compliance with export-import regulations and optimize inter-party coordination
to reduce the impact of red zone lane designation. The study also recommends customs
regulation training for logistics industry stakeholders
