Coal transhipment activities play a vital role in the energy distribution chain, especially
in maritime areas inaccessible to large vessels. This study aims to analyze the causes of
cargo shortage during the coal transhipment process on MV Ocean Prince and its impact
on loading and unloading productivity at Muara Berau Anchorage. The research
employed a descriptive qualitative approach using direct observation, interviews, and
documentation during the period from August 2023 to August 2024. The results revealed
a cargo shortage of 500 MT due to coal spillage during crane transfer operations from
barge to ship, as well as indications of cargo theft and crime on the barge.
These factors led to inefficiencies in the loading and unloading process, marked by
increased operational time, higher logistics costs, and potential financial losses from dead
freight. Through fishbone analysis, the study recommends enhanced supervision, optimal
equipment usage, and stricter enforcement of standard operating procedures to improve
efficiency and prevent future cargo shortages.
