This research is motivated by the increasing shipping activities at Weda Port, North Maluku,
which are not supported by an adequate number of tugboats. PT. Langlang Laju Layang, as the
tugboat operator at the port, currently operates only three tugboats, which are considered
insufficient to meet the demands of effective pilotage and towage services. The objective of this
study is to analyze the ideal number of tugboats required and to assess their impact on the
effectiveness of ship services at Weda Port.
This research employs a quantitative approach, with data collected through observation,
documentation, and questionnaires distributed to 37 respondents from the company’s operations
division. The data were analyzed using validity and reliability tests, correlation analysis, and
simple linear regression.
The results indicate a significant relationship between the number of tugboats and the
effectiveness of pilotage and towage services. The limited number of tugboats leads to service
delays, increased ship waiting times, and decreased user satisfaction. Therefore, it is
recommended that the company expand its tugboat fleet and establish a pilot station closer to the
anchorage area to improve operational efficiency at the port.
