Abstract:
The performance of the Crewing Department at PT Cipta Wira Tirta determines vessel
operational continuity and compliance with international maritime regulations. The company
faces obstacles such as unstandardized short-term work planning mechanisms and incomplete
crew document databases. This condition triggers administrative delays, rework, and
deviation cases between planned and actual crew changes. This study aims to analyze the
partial and simultaneous effects of 90 Days Planner implementation (X1) and crew document
database completeness (X2) on the performance of the Crewing Department (Y) at PT Cipta
Wira Tirta. The researcher used a quantitative approach with an explanatory research design.
Primary data collection utilized a Likert scale questionnaire through a saturation sampling
(census) technique on 32 respondents from a total population of 32 employees. Data analysis
methods applied multiple linear regression assisted by SPSS version 26 software.
The $t$-test results prove that the implementation of the 90 Days Planner has a partial positive
and significant effect on department performance with a contribution of 77.6% tcount = 4.990
> ttable = 2.04227). The completeness of the crew document database also has a partial positive
and significant effect with a contribution of 66.4% tcount= 2.653 > ttable = 2.04227).
Simultaneously, both independent variables have a positive and significant effect with a
combined contribution of 81.9% to the variation in department performance Fcount = 65.769 >
Ftable = 3.33). These findings confirm that the integration of timeline planning controls and
database quality accelerates the verification process and supports accurate seafarer
placement. This study concludes that systematic placement schedule management and
disciplined data updates optimize the long-term operational performance of the crewing
division. Company management needs to standardize the 90 Days Planner digital dashboard,
conduct weekly monitoring meetings, and implement an automatic early warning alert system
for certificate expiration dates. Future researchers are advised to expand the scope of the study
by increasing the research sample size.
