Abstract:
This study aims to assess the level of optimization in vessel licensing document
management through the SIMLALA application and its effect on the operational
performance of vessels handled by PT Berlian Laju Tanker. The study was prompted by
recurring issues including slow document processing times, frequent system errors,
delayed verification, and incomplete supporting documents from vessel owners. A
quantitative survey approach was employed, involving 32 respondents engaged in the
document management process via SIMLALA. Data were analyzed using simple linear
regression, correlation coefficient, and coefficient of determination. The results indicate
that document management optimization through SIMLALA has been generally
effective, with the processing speed indicator receiving the highest mean score (3.94),
while system reliability remains an area for improvement (3.56). Hypothesis testing
yielded a t-value of 8.596 > t-table 1.697 with a significance level of < 0.001, confirming
a positive and significant effect of SIMLALA optimization on vessel operational
smoothness. The coefficient of determination showed a contribution of 71.1%, with the
regression equation Y = 14.622 + 0.636X.
