Abstract:
The Sea Toll Program is a strategic government policy to improve maritime connectivity
and ensure smooth logistics distribution to underdeveloped, frontier, outermost, and
border regions (3TP). However, its implementation still faces various obstacles, such as
accuracy of shipping schedules, limited fleet, low return cargo, port infrastructure
readiness, and suboptimal coordination between stakeholders. This study aims to analyze
the role of PT Djakarta Lloyd Surabaya Branch in maintaining the operational
sustainability of the Sea Toll Program on Route H-3 and formulate strategies that can
improve operational effectiveness. The study uses a qualitative method by utilizing
secondary data obtained through documentation studies and literature studies. Data
analysis was conducted using the SWOT method with the IFAS and EFAS Matrix
approaches to identify internal and external factors that influence the operational
sustainability of the Sea Toll Program. The results show that PT Djakarta Lloyd Surabaya
Branch plays an important role in supporting the operational sustainability of Route H-3
through ship agency services, document management, logistics distribution coordination,
and synergy with the Ministry of Transportation, port managers, and service users. The
SWOT analysis shows that the company has strengths in the form of experience as a state-
owned shipping company, government support, and an extensive operational network.
The weaknesses faced include low return cargo, fleet limitations, and suboptimal
coordination. The recommended strategy is to leverage the company's strengths to
optimize opportunities by improving coordination between stakeholders, strengthening
the digitalization of the logistics system, and optimizing return cargo to support the
operational sustainability of the Sea Toll Program on the H-3 route.
