STRATEGI PENINGKATAN KINERJA OPERASIONAL CARGO UNTUK MENCEGAH TERJADINYA OVERFLOW DI MT. BINTANG SAMUDRA T

Abstract

This study aims to design a strategy to improve Cargo Operational performance to prevent an oil spill on the MT. Bintang Samudra T. As a tanker transporting oil products, the risk of marine pollution due to operational failure poses a serious threat that can impact financial losses, the company's image, and even damage the global ecosystem. The research approach used a qualitative descriptive Method, collecting data through direct observation, in-depth interviews with the ship's captain and officers, and studying documentation such as the Ship particular and Cargo Logbooks during the sea practice period from August 2024 to August 2025. The research results identified three main problems: First, suboptimal supervision by the Officer on Watch due to physical fatigue and excessive reliance on monitors in the Cargo Control Room (CCR) without physical verification on deck. Second, inadequate maintenance of operational equipment, evident in valves that did not close properly and alarm systems that were rarely calibrated. Third, operational administrative records did not fully meet international regulatory standards. Consequently, this study recommends the implementation of an integrated "Man, Machine, Method" strategy. This strategy includes a Double Monitoring system (dual monitoring on the CCR and deck), tactical simulations through Tool Box Meetings, valve and alarm function tests six hours before the operation begins, and gradually reduced flow Management before the topping-off phase. It is expected that the implementation of this strategy can ensure Cargo Operations with a zero tolerance level for Overflow in accordance with MARPOL 73/78 standards and the ISGOTT 6th Edition Guidelines.
