The development of information technology has encouraged the digitalization of public
services, including port health quarantine services. One of the government’s efforts in
supporting this transformation is the implementation of the Port Health Quarantine
Information System (SINKARKES), a web-based system used to support health
quarantine services and digital ship clearance applications. This study aims to determine
the effect of using the SINKARKES application on the effectiveness of digital ship
clearance at Tanjung Intan Port, Cilacap, and to measure the extent of its influence.
This research employed a quantitative method with a descriptive approach. Data were
collected through questionnaires distributed to 40 respondents, consisting of employees
of PT Dalian Putra Maritim Cilacap Branch, employees of the Cilacap Port Health
Quarantine Office, employees of the Cilacap Harbormaster and Port Authority Office
(KSOP), and shipping agents operating at Tanjung Intan Port, Cilacap. The data were
analyzed using validity tests, reliability tests, correlation analysis, simple linear
regression, coefficient of determination, and t-test.
The results showed that the use of the SINKARKES application has a positive and
significant effect on the effectiveness of digital ship clearance. The implementation of
SINKARKES improves service speed, simplifies administrative processes, increases the
transparency of application status, and reduces waiting time in the issuance of ship health
documents. However, several technical obstacles were still identified, such as internet
network disruptions and server problems, which may affect the smooth operation of the
system.
Based on the findings, it can be concluded that the use of the SINKARKES application
contributes positively to improving the effectiveness of digital ship clearance at Tanjung
Intan Port, Cilacap. Therefore, improvements in information technology infrastructure
and system optimization are needed to support faster, more effective, and more efficient
services. |
