This study aims to analyze the waste management system on KM. Tilongkabila as an
effort to prevent marine pollution based on the provisions of MARPOL Annex V. The
research was conducted during a sea practice period aboard KM. Tilongkabila, operated
by PT. Pelayaran Nasional Indonesia (PT. PELNI), from August 2024 to August 2025,
using a qualitative descriptive approach through data collection techniques consisting of
direct observation, interviews, and documentation. The findings indicate that the waste
management system on KM. Tilongkabila has generally referred to the provisions of
MARPOL Annex V and the Garbage Management Plan (GMP), encompassing waste
collection from various ship areas, temporary storage at the stern, and waste disposal
through port reception facilities. However, several inconsistencies were identified in
practice, particularly in the waste segregation stage, which was not carried out
consistently, resulting in mixed waste. Several inhibiting factors were found to hinder
optimal waste management, including lack of crew discipline, limited separate waste bins,
high operational workload, and a manual Garbage Record Book recording system. As
solutions, this study recommends enforcing waste segregation at the source, gradually
improving facilities, strengthening officer supervision, improving the recording system,
and adopting technology-based approaches such as the PlasticPay application concept
and Reverse Vending Machine (RVM) as supporting instruments for more efficient,
structured, and integrated waste management in order to support sustainable marine
pollution prevention. |
