This study aims to analyze the effect of company characteristics and licensing complexity
on the completion time of sea transportation business licensing certificates through the
Sea Traffic and Transport Management Information System (SIMLALA). The study
employed a quantitative approach and was conducted at the Directorate of Sea Traffic
and Transport, specifically the Subdirectorate of Sea Transport Business Development.
The population consisted of 166 companies, with 63 respondents selected using purposive
sampling. Data were collected through observation, interviews, questionnaires, and
documentation. The data were analyzed using Structural Equation Modeling-Partial Least
Square (SEM-PLS) with SmartPLS.
The results show that company characteristics have a positive and significant effect on
the completion time of sea transportation business licensing certificates, with a path
coefficient of 0.526, a t-statistics value of 6.774, and a p-value of 0.000. Licensing
complexity also has a positive and significant effect, with a path coefficient of 0.504, a t-
statistics value of 6.007, and a p-value of 0.000. Simultaneously, both variables
significantly affect the completion time of licensing certificates. These findings indicate
that company characteristics and licensing complexity are important factors in
determining the effectiveness of licensing completion through SIMLALA. |
