Operational delays during cargo discharge are critical constraints that can
hinder the efficiency of a tanker's voyage schedule. On the MT SC OCEAN LXI,
operational interruptions were identified, leading to increased port stay duration due to
technical and procedural issues. This study aims to analyze the factors causing equipment
damage that triggers delays and to identify the reasons for the suboptimal implementation
of operational procedures during the crude oil discharge process. The research method
employed is descriptive qualitative, with data collection techniques including direct
observation, interviews, and documentation studies related to discharge reports and
safety checklists.
The research findings indicate that the primary technical cause of operational
delays is leakage at the manifold connection due to the worn-out, hardened, and inelastic
condition of the packing reducer, which was nonetheless forced into operation. This
condition is exacerbated by managerial factors, specifically the suboptimal
implementation of procedures, where officers tend to complete the Ship Shore Safety
Checklist merely as an administrative formality without the support of actual physical
inspections in the field. This results in a failure to detect early signs of equipment damage
before the cargo pump is operated, which ultimately necessitates an emergency stop when
the leakage occurs.
The conclusion of this study emphasizes that the smooth operation of cargo discharge is
highly dependent on the integrity of physical verification by the responsible officers and
preventive equipment maintenance. The researcher suggests that the company ensure the
timely availability of high-quality spare parts and mandate officers to conduct thorough
field checks before signing safety documents. Furthermore, optimizing technical
discussions during toolbox meetings is essential to build a proactive and disciplined work
culture to minimize the risk of operational delays in the future.
