Karya Sarana Samudera” This study evaluates the fundamental problems in the crew change process at PT. Karya Sarana Samudera, which significantly contribute to departure schedule discrepancies and Sign On delays. The analysis shows that manual system inefficiencies and weak coordination between divisions are the root causes, where 100% of Sign On delays are caused by administrative document bottlenecks and inefficiencies in Medical Check-Up (MCU) release times, delaying ship departures by up to 4 days. Crucial issues include weak certificate validity monitoring (e.g., expired COP, unregistered PSCRB), unsigned Seafarer Employment Agreement documents, and minimal real-time information exchange between divisions and external parties. To address this, two alternative strategies are proposed: (1) improving employee training for inter-divisional coordination and anticipating schedule changes, aimed at building HR capabilities and more effective communication; and (2) building an integrated digital platform for document management and reporting automation, designed as a single data center for automated certificate validation and MCU result integration. The evaluation shows that the synergistic combination of these two strategies, namely behavioral and process improvements through human resources supported by technological infrastructure, is the most effective solution to increase operational efficiency, data accuracy, and prevent delays in the delivery of Sign On crew members.
