"The Influence of Manual System Effectiveness and Time Delays on the Smooth Processing of Clearance In and Out Documents Handled by PT Pelayaran Sentosa Makmur, Lapuko Branch” This study aims to analyze the influence of manual system effectiveness and time delays on the smooth processing of clearance in and out documents handled by PT Pelayaran Sentosa Makmur, Lapuko Branch. The background of this research is based on the operational challenges faced by the company, such as the lack of effectiveness in manual systems, delays in the clearance in and out process, and the suboptimal use of technology in document handling. The study uses a descriptive quantitative method, with data collected through questionnaires distributed to 45 respondents who are users of the services provided by PT Pelayaran Sentosa Makmur, Lapuko Branch. The results show that the effectiveness of the manual system and time delays have a significant impact on the smooth handling of clearance in and out documents. An effectively functioning manual system still supports timely document processing, while time delays are the main inhibiting factor in service efficiency. Therefore, improving the effectiveness of the manual system and minimizing time delays are key to optimizing the smooth processing of clearance in and out documents handled by PT Pelayaran Sentosa Makmur, Lapuko Branch.
