Hospital Clean Standard after Discharging Dirty Cargo and before Loading Grain
Cargo on Board MV Bel Air”
This research was prompted by the failure of the MV Bel Air to meet the "hospital clean"
standard of cargo hold cleanliness when transitioning from dirty cargo (coal) to grain
cargo (sunflower meal/barley). Two main problems were identified, including the
presence of coal stain on the bulkhead, side shell, and topside of cargo hold number 7,
and coal residue in the bilges of cargo hold number 1. These problems resulted in loading
delays and demurrage claim. The objective of this study is to analyze the root causes of
the failure and develop a cleaning strategy that meets the hospital clean standard.
This study utilizes a qualitative approach, using data collection techniques such as direct
observation and documentation. The data was then analyzed by using root cause analysis
(RCA) to identify the contributing factors behind the cargo hold’s failure to meet the
hospital clean standard.
The results showed that the MV Bel Air's failure to meet the hospital clean standard was
influenced by two factors. First, the inconsistency between the actual cleaning practices
and the standard operating procedures (SOP). Second, the limited supply of chemical
soap along with inadequate cleaning equipment. Recommended actions to address these
problems include conducting socialization on cargo hold cleaning procedures, holding
toolbox meetings before cleaning activities, recruiting experienced crew members for
cargo hold cleaning, optimizing procurement and inventory management of cleaning
equipment, and carrying out regular maintenance of cleaning tools with a focus on
preventive maintenance. |
