Siam Nurrohman, Andre. 2025. "Port Master Plan Preparation Strategy for Optimizing
Buli Port Facilities in East Halmahera Regency, North Maluku Province”
Buli Port, located in East Halmahera Regency, is operational but currently lacks a Port
Master Plan (RIP) document. This absence has resulted in low utilization, as indicated by
a BOR of 1.08%, SOR of 0%, and YOR of 0%. In contrast to previous studies that
primarily focused on the physical aspects and operational performance of the port, this
research explores the formulation of an RIP document as a strategic approach to optimize
the use of port facilities. A descriptive qualitative method was employed, supported by
quantitative data. The analysis involved measuring utility indicators and formulating
strategies using SWOT analysis. The results led to the development of an strategy, which
leverages internal strengths such as the presence of the R62 pioneer ship route (route B)
and the good condition of port facilities alongside external opportunities, including the
potential of key commodities and the existence of the Buli Industrial Estate. This study
concludes that the preparation of the Buli RIP document is essential. Therefore, it is
recommended that the government promptly develop and formalize the Buli RIP to
enhance the port’s operational performance. |
