Abstract:
The background of this study arises from the increasing security concerns onboard ships
and at ports due to acts of piracy, smuggling, and other threats to maritime safety. The
researcher experienced firsthand the inadequate implementation of security procedures
during a sea training (Praktek Laut) aboard the MT. Alfa Alandia in Algeria, where
unauthorized personnel entered the vessel without inspection, and several items were
reported missing post-departure. These real-life incidents underscore the urgent need to
optimize the implementation of the International Ship and Port Facility Security Code
(ISPS Code), a regulation developed by the International Maritime Organization to
mitigate such threats. Unlike previous studies that focused on port facilities, this research
emphasizes onboard implementation challenges, particularly concerning crew discipline
and officer oversight.The research problem is formulated into two main questions: (1)
Why is there inconsistency in the implementation of ISPS Code procedures onboard MT.
Alfa Alandia? and (2) What efforts can be made to improve officer and crew supervision
during port operations?A qualitative approach is used in this study, incorporating
observation, in-depth interviews with ship personnel, and documentation review during a
12-month onboard training period. Data analysis was conducted using the Miles &
Huberman method, involving data reduction, display, and conclusion drawing. The
research aims to describe proper ISPS Code procedures and develop effective strategies
to enhance crew vigilance and officer oversight.The findings reveal a lack of awareness,
knowledge, and discipline among the crew and duty officers regarding ISPS Code
protocols. Additionally, ineffective patrol routines, insufficient briefings, and inconsistent
enforcement of security levels contributed to recurring lapses. Tools and documents such
as the Ship Security Plan and visitor logbooks were found underutilized.The study
concludes that regular safety meetings, enhanced ISPS Code training, and implementation of reward and punishment systems are vital in strengthening onboard security. The researcher recommends stricter coordination between shipmasters and crew, periodic audits, and reinforcement of security protocols, especially during port stays, to ensure consistent application of ISPS Code standards.
