Prayoga, Renditya. 2026. “THE INFLUENCE OF QUARANTINE SERVICE DIGITALIZATION (SINKARKES) AND HR COMPETENCE ON THE EFFICIENCY OF QUARANTINE DOCUMENT PROCESSING AT PT GARUDA UNGGUL NASIONAL”.
This study aims to examine the effect of SINKARKES Service Digitalization (X₁) and HR Competence (X₂) on the Efficiency of Ship Document Processing (Y) at PT Garuda Unggul Nasional. The research methodology applies a quantitative approach by distributing questionnaires to a sample of 40 operations division employees. The researcher selected the sample using the Slovin formula from a total population of 45 employees. Data analysis in this study uses multiple linear regression through SPSS software.
The partial test results (t-test) show that SINKARKES Service Digitalization (X₁) does not have a significant effect on the Efficiency of Ship Document Processing, indicated by a t-value of 0.509 and a significance level of 0.614 > 0.05. Conversely, HR Competence (X₂) exerts a dominant, positive, and significant effect on the Efficiency of Ship Document Processing with a t-value of 4.199 and a significance level of 0.000 < 0.05. Simultaneously (F-test), SINKARKES Service Digitalization and HR Competence together significantly affect the Efficiency of Ship Document Processing with an F-value of 16.985 and a significance level of 0.000 < 0.05. The R Square value of 0.479 indicates that these two independent variables contribute 47.9% to the variation in document processing efficiency, while the remaining 52.1% stems from other variables outside this research model. Corporate management needs to optimize digital infrastructure and conduct continuous training to address network disruptions and maintain the dominant impact of employee competence in field operations.

This study aims to analyze the effect of unsafe actions and unsafe conditions on work
accidents among ship crews at PT Pertamina International Shipping. The background of
this research is based on the high number of work accidents in maritime operations,
which are caused by unsafe behavior and unsafe working conditions that do not meet
safety standards. This study uses a quantitative approach with data collection techniques
through questionnaires, observations, and literature studies. The sample consists of 50
respondents who are ship crew members. The collected data were analyzed using validity
and reliability tests, as well as multiple linear regression analysis to determine the
relationship and influence between variables. The results show that unsafe actions have a
significant effect on work accidents, and unsafe conditions also have a significant effect.
Simultaneously, unsafe actions and unsafe conditions have a strong influence on the
occurrence of work accidents among ship crews. Based on the results, it can be concluded
that unsafe condition is the most dominant factor affecting work accidents. Therefore, the
company should prioritize improving workplace conditions and strengthening
occupational safety supervision.

This study aims to analyze the effect of data risk mitigation within the Microsoft
Solutions Framework (MSF) system on ship departure time deviation at the port of PT.
TOS Indonesia. The primary issue addressed is the high departure time deviation,
reaching 60% due to data management constraints. The research method employed is
descriptive quantitative, utilizing a total sampling (census) technique with 40
employees of PT. TOS Indonesia as respondents. Primary data were collected via
questionnaires and analyzed using simple linear regression with SPSS 29 software.
The hypothesis test results (t-test) showed a t-value of 10.470, which is higher than the
t-table (2.024) with a significance value of <0.001. This proves that data risk
mitigation in the MSF system has a positive and significant effect on minimizing ship
departure time deviation. A correlation coefficient of 0.862 indicates a very strong
relationship between the variables. The study concludes that strengthening data risk
mitigation can optimally reduce operational time deviations at the port.

ANALISIS MANAJEMEN RISIKO DALAM PENGELOLAAN DOKUMEN CREW ON BOARD PADA PT JASA INTERNASIONAL MARITIM
MELANI, DEVRISARI
The management of crew on board documents is a critical aspect of crewing
company operations that directly affects the smooth departure of vessels and compliance
with international maritime regulations. PT Jasa Internasional Maritim, as a company
engaged in crewing services, faces various risks in managing crew documents, ranging
from processing delays, document loss, data errors, to non-compliance of documents with
applicable regulations. This study aims to identify, analyze, and evaluate risks in the
management of crew on board documents and to formulate problem-solving alternatives
based on the clauses of ISO 9001:2015. The method used is risk management analysis
with a Risk Matrix approach through the assessment of Likelihood (L) and Severity (S).
The results show that 15 risks were identified, with 2 risks categorized as Extreme (Risk
Level 16), 10 risks categorized as High (Risk Level 12), and 3 risks categorized as
Medium (Risk Level 9). In addition, 8 forms of non-compliance of crew documents were
found against the STCW Convention, Maritime Labour Convention (MLC) 2022, and
national regulations. The problem-solving measures formulated include two main
programs, namely the Risk Mapping and Operational Control Program and the Document
Standardization Program in accordance with Regulations. This study recommends the
implementation of periodic internal audits, digitalization of the crew document
management system, and strengthening the number and competence of crewing staff as
long-term strategic measures.
